1. The purpose of this contract between ��withnews�� (with every contents and services like music files, movie files and others) and its member is to set the standard about the use of its essential services.

Item 2. Effectivity of contract and change
1. The contract becomes effective once the user agrees to the rules without change. When the member clicks (agree) the button at the question (Do you agree to this contract?) it means agreement to the terms.

2. The terms of the contract affecting members will be communicated through online. The company can change the rules and conditions and the affected members shall be informed through mail or other means.

3. When the member does not agree to the changed rules, the member can stop the service and withdraw. When the member continues to use the service after the changed rules, it is regarded as agreement.

Item 3. Other rules
1. Other rules aside from these will be in accordance with the law.
2. Other individual services aside from the offered services here will follow the procedure of individual use agreement.

Chapter 2. New member and service use
Item 1. Accomplishment use contract 
1. The use contract is accomplished by the agreements of the company and the user who agree to the content of the contract.
2. For admission as member and the right to use the service, the applicant is required to submit his personal profile, using the form of the company. The individual profile of the user will be protected in accordance with the privacy policy.
3. The information provided in the member��s application form is regarded as true data. The member who did not give the true information is not covered to be protected by the law.
4. Membership below 14 years old is available with the consent of the  legal guardian by the law.
1) In the case for the agreement of the legal guardian, the legal guardian can confirm and input agreement, name, citizen number, address and others during the membership application for the contract between the applicant below 14 years old and the company.

2) To facilitate information 1), the company can confirm the agreement of the legal guardian through telephone, fax, mail, e-mail and others.
3) The company admits the membership below 14 years old after the agreement of the legal guardian. 
4) The legal guardian of the applicant below 14 years old should keep the citizen number from its abuse.
5) The legal guardian can cancel the agreement anytime but the responsibility of using service during the period is inevitable.

5. In the case of immigrants or emigrants without citizen number, the documents for the individual confirmation are needed to be file browed or faxed for the membership application. However, the membership is admitted when the documents are sent in one month after the membership application.

Item 2. Admission of use application
1. The company admits the service use when the applicant applies with true information. However, the case belongs to 2. ��The limited use application�� is not admitted.

2. The limited use application

1) In the case of application using other��s name.
2) In the case of using without birthdate.
3) In the case of fake information in the application form.
4) In the case of application in malicious purpose to destroy social order or ethics.
5) In the case of incomplete application and others.

Item 3. Service use or limitation

1. The service use is 24 hours per day usually unless emergency.
2. Some services from the company are served through ID and password here only.

Item 4. Member privilege
1. Membership application is free in the company.
2. The member can receive various privileges of events in the company by automatic application system. At the same time, the subsidiary right and duty relationship is agreed as same as membership application.

Chapter 3. Contract withdrawal or service use limitation  
Item 1. Contract withdrawal or use limitation 
1. The member can correct the member information transaction through board like free board or each service.
2. When the member wants to cancel the contract, the member should directly apply the withdrawal at member information modification menu on individual information management page.
3. In the case of withdrawal application, the ID is saved during 3 months for reapplication with the same ID. But the ID is erased in DB completely after 3 months and then a new ID is needed for reapplication.
4. The company can cancel the contract or stop the service in a period without notice when the member is in the case below.

1) In the case against social order or ethics.
2) In the case of engaging in a crime.
3) In the case of service use in the purpose to destroy national or social benefits.
4) In the case of using other��s ID or password.
5) In the case of insulting others.
6) In the case of dual application of a user.
7) In the case of damaging the service use.
8) In the case against relevant laws or the company��s contract.

Item 2. Use limitation procedure
1. In the case of use limitation, the company notifies the user through e-mail, telephone and other ways but the company regards it to stop urgently, it��s not notified.

Chapter 4. Responsibility
Item 1. The company��s duty
1. The company lets member use the service unless emergency.
2. The company has the duty to offer the service constantly and safely by exerting and fix promptly when the service is stopped. However, in case of emergency, the service is able to be stopped temporarily.
3. The company should transact promptly when the comment of the member is reasonable. 
4. The company does not expose the member information to others without permission. However, it is exempted when it��s requested by government, law or policy.
5. The company can share the member information with cooperative sites for the convenience of sites and the company can send a cookie for the share.
6. In the scope of 5), the company can use whole or some of the member information for statistical data of relevant works.

Item 2. The member��s duty

1. Every responsibility about ID and password belong to the member.
2. The member cannot  lend or give the ID to others.
3. When the ID is abused, the member must inform it through e-mail or other ways.
4. The member should follow the contract or relevant laws.

Chapter 5. Post 
Item 1. The member��s post 
1. The company can erase the member��s post without permission when it��s in the case below.

1) In the case of damaging, abusing, threatening, bothering or violating legal rights like privacy or copyright.
2) In the case of title, name, data, publication, express, post and distribution which are inadequate, humiliating, dishonorable, aggressive, lascivious or illegal.
3) In the case of uploading protected software and other data file by intelligence right. However, it is exempted when the user possessed the right and every agreement. 
4) In the case of uploading virus, contaminative file, software, program and other data to damage other user��s computer.
5) In the case of advertising or selling goods or services in commercial purposes.
6) In the case of investigation, contest, pyramid system or sending fortunate letters.
7) In the case of downloading illegal posts from others.
8) In the case of copying or erasing producer, warning, trademark or source of software or other data in uploaded file.
9) In the case of limiting or prohibiting the service of other users.
10) In the case of posting malicious contents against social order, ethics, religion, region and others.

Item 2. Post copyright
General post copyright and responsibility belong to the member who posted it.

Item 3. The company��s responsibility about post 
1. The company doesn��t have the duty to check post. However, the company has the right to expose, edit, reject or remove the information by law, policy or government.
2. The member admits every board service as public and the service is exposed so take attention whenever the information about the user and the user��s children is posted.
3. The company has the right anytime to stop the connection to the board from the member without permission.
4. The company clears denies the responsibility about the board or any occurrences when the user joined the board service.

Chapter 6. Offering information or advertising
1. The member information is thoroughly secured and able to be shared or offered according to this contract��s chapter 4, item 1, 5.
2. The company can send necessary information to the member through e-mail, mail or other ways and the member can reject the information in menu of new member application and member information modification when it��s not wanted.
3. The company can offer the requested advertising from the advertiser to the member through e-mail by the company��s judgment.

Chapter 7. General standard 
1. This contract is applied by Korean law. The service user agrees that every occurrences of using this site belong to the company��s court so this site is not allowed to use in the area which doesn��t admit this contract��s effect.
2. The user agrees no joint venture, partnership or cooperation as the result of the company��s site use. The company is applied by the law to transact the contract. The company��s right is not damageable by this contract to follow government and law about this service use.
3. When some rules of this contract are not available by the law, it��s modified but others are retained.

Supplementary rule
This contract is applied since March 1, 2007 and previous contract is replaced to this contract. The previous member is also applied by this contract.

(Executive date) This contract is effective beginning March 1, 2007.

- ��withnews�� members are classified into general members and journalist members. But writing article is available for journalist members only.
